Should a Horse’s Fate Be Determined At Birth?

On a Japanese island, a horse’s fate is determined at birth. When a pony is born, if it stands up within a couple of minutes of being born then the horse is set on a path of being a prominent race horse. If the pony has any type of difficulty standing up or any disabilities, it is raised to live a long lonely life becoming meat for other animals and the people of the island. Should the horses already be set in life before their first steps?
